Personally it's the production and entertainment value that makes a music video entertaining since the budget doesn't always matter since there's many low budget videos that are great like Tone Loc "Wild Thing" or The Go Go's "Our Lips Are Sealed", which both are still good and not all big budget videos are great like MC Hammer's "2 Legit 2 Quit"
The song doesn't really have to matter since "Thriller" (MJ), and "Sledgehammer" (Peter Gabriel) aren't the artists' greatest (ie Gabriel's best song would be "In Your Eyes", IMHO). Also there's some music videos I like better than the song like Twisted Sister's "We're Not Gonna Take It"...
Heck, I like to watch "Rico Suave" (Gerardo) for the female dancers wearing spandex... (the camp value... BTW not saying it's a great video, It's average for it's time despite the song's cheesy)
Average videos... typical for the era (ie concert performance, geometric shapes or white background), doesn't really stand out
As for the visuals, it's like a time capsule of a certain point of time of when the video was made from the fashion, choreography, and special effects. Also music videos that are creative like using animation, spoofing pop culture, political/social statement, humor, storyline, memorable images, and/or any creative idea.
Actually hard to explain, but pretty self explanatory and it's all in the matter of taste

Early '80's New Wave videos: (1980 to 1983)
Duran Duran "Rio"
Pretty much epitomizes early '80's new wave videos with painted women and random imagery like the giant ball bouncing on the dock.
Billy Idol "White Wedding"
Dark imagery that pretty much fits with the song.
Talking Heads "Once In A Lifetime"
"Same as it ever was"... Known for the arm chop and other quirky movements. Choreographd by Toni Basil, who's known for "Mickey".
Devo "Girl U Want"
Devo performing in front of an audience full of teenagers going gaga over them and random imagery of a guy spilling milkshake
Go-Go's "Our Lips Are Sealed The band driving around LA and dancing in the water fountain... wonder if it inspired the intro for the sitcom "Friends"
Men Without Hats "The Safety Dance" Another famouse dance. Sets in what looks to be a medieval fair.
Bow Wow Wow "I Want Candy" Fun video that takes place on a beach.
Dexy's Midnight Runners "Come On Eileen" The scene after the intro somewhat reminds me of "Jack & Diane" from John Cougar Mellencamp with the photos. Featuring the band performing in overralls
Thomas Dolby "She Blinded Me With Science" Thomas Dolby takes a trip to the shrink. With silent film-esque subtitles.
New Order "Confusion" Pretty much a slice of the New York club scene in the early '80's.
Worth mentioning, though from '79...
The Buggles "Video Killed The Radio Star" First video to air on MTV. Pretty much campy and a bit surreal.

Though most of Depeche Mode's videos are either too boring, average, or artsy, I actually like the scenaries in "Enjoy The Silence" (1990).

Comments on a few videos:
"Don't Stop 'Til You Get Enough"... primative video with a few visual effects like three Michael Jacksons dancing. The background is quite good (mostly blue screen, though I enjoy the glass globes rolling). Especially compared to most early videos from that time that tend to look crude.
"Rock With You"... laser background, pretty much average
"Liberian Girl"... pretty much a parody of big budget/all-star cast videos, which is very creative since the viewer probably would assume that it's not an actual music video until the end. Though drags on a bit though fun guessing the celebrities from the era.
"Heal The World"... impressed by the audience holding paper (I think) that forms images of children"

Watched "The Bartman" music video on Fox (aired before "The Simpsons" as a tribute...though a recent episode not the one MJ appeared in)
While the song's not that good, the video was OK.

I really feel that music videos for the most part over the last few years and not been very good. But I do think that Taylor Swift knows how to make a good music video and it seems she really cares about making good music videos because most of her music videos are pretty good and you can tell alot of thought went into making them.
